No. You choose a tier at checkout and it runs for the length of your contract. A tier cannot be added after your subscription has started — and that includes after damage has happened.
That is also why your entitlement start date is the day your subscription starts, with nothing to wait for — nobody can take out a tier after the event.
Any existing damage to a device needs to be declared at checkout.
